Information regarding Union Public Service Commission (UPSC):

AIS (All India Services) creation is common for the states as well as union,  which is under the hands of Constitution. Presently only the IAS, the IPS and the IFS were announced as All India Services constitution. Now, it is stated that 'The 1951 All India Services Act' has given powers to the Central Government to make rules for recruiting and also regulating the conditions of service of All India Services employees and persons getting the employment for it.

According to AIS Recruitment Rules, the recruitment process should take place only by means of Direct Recruitment (through Competitive Exams) or by means of promotion from the State Service through a (Committee convened by the Union Public Service Commission), only they are given the powers for the recruitment of AIS. The IAS, IPS and the IFS Promotion Regulations has governed the latest mode of recruitment of AIS branch.
